The hydrocarbon resource base of Russia is depleted: yearly production isn't compensated by reserves growth, a share of difficult-to-recovery reserves in the structure of current reserves grows. Practically all the new discoveries are assigned to the small and smallest hydrocarbon accumulations. Exploration efficiency decreases, the volume of exploration declines. Petroleum industry is in considerable dependence on world oil prices. The world financial crisis puts the Russian producing companies in difficult credit-financial conditions. Therefore it is expected that in the nearest years, in Russia, the race of oil production decrease will not be less than 3% an year (in some companies in Western Siberia - to 5 % an year). At the same time the potential of oil-producing regions is yet sufficiently high and allows maintaining the current levels of oil production at least to 2020, growing gas production to 800 billion m3 year to 2020. (in world oil prices of more than 70 doll./barrel).
